Everything on this page was typed on a running server: SCUM 1.3.3.4, 27 September 2026, one of us in the game, the server's log open beside it. It starts with what has to be in place before a single command answers — and there are two switches, not one. Then the commands, sorted by what you are trying to do, each with what it actually did: the cap on spawning, how cash works, what the skill command needs before it listens. What we did not try is marked as such.
Before any command works
Says what the server will make of it: the level it asks for and where that is set up, the arguments, and the nearest real name when the spelling is off. For #SpawnItem it knows the item names too, and why one refuses.
Commands are typed into the in-game chat: press T, start the line
with #. The chat suggests commands as you type — #Tele shows
#Teleport, #TeleportTo, #MapTeleport, #TeleportToMe — so the
game itself is the most current list there is.
When a line fails, the chat answers with one of four sentences, and each one points at a different fix:

Those are the only four; there is no sentence that names the level you are missing. The box above does: type the line, and it says which switch the command wants.
Switch one: AdminUsers.ini
The server only listens to players it knows as admins, and it learns that from one file next to its settings:

You find yours in your Steam profile URL (the 7656… form) or under
Steam → Settings → Account. Extra rights go in square brackets right
after the ID, no space, several separated by commas:

SetGodMode and ShutdownServer on that level, so any other name in
the brackets does nothing.
No restart needed. The server re-reads the file within seconds of
a save — its log says ReadUserIds: Reloaded AdminUsers.ini — and a
permission added that way works on the next command. We added
[SetGodMode] while a player was on, and #SetGodMode true went
through without a reconnect. (A second file in the same folder,
ServerSettingsAdminUsers.ini, is re-read at the same moments. What it
is for we did not try.)
Switch two: elevated_users in the database
Some commands answer not authorized to an admin no matter what the
brackets say: skill levels, attributes, immortality, infinite ammo. We
put [SetSkillLevel] in the brackets and got nothing, not after a
restart, not after a rejoin — the brackets only know the two names
above. SCUM keeps these under Developer in its files, and their
switch is not the ini but a table in the world's database:

With the server stopped, open the file in any SQLite tool and add one row with your Steam64 ID:

server this is the menu called "Elevated Users"; on your own it is that
one row. Back the database up first — SCUM.db and SCUM.db-wal,
the second one is part of the world.
In single player every command works without any of this.
On a Game Hangout server: the app starts the server and opens the
tunnel, but it does not write AdminUsers.ini or the database row for
you. The host opens the server's file location from the Games tab, adds
the ID with the server stopped for the database row (the ini can be
edited live), and starts it from the card as usual.
The tasks
Each command: the line to type, what it does, the catch, and whether we tried it.
Give somebody money
Money in SCUM is a bank balance, and the balance has its own commands:

it. Normal is the money, Gold is the gold. Leave the player off and
it is your own account. These are the two we use when somebody needs
money; they are the way past the cap below.
Cash also exists as an item, and the stack is the amount:

is the most one stack takes; we asked for 100,000 and got 10,000.
CashValue as a parameter does nothing. There is no gold item; gold is
the balance above.
Set a skill level
Developer command — needs the database row above. Then:

#SetSkillLevel Rifles 3Tried. The level is a number, and the attribute caps the skill: what you get depends on the governing attribute as much as on the number you type.

0 is no skill at any attribute. #SetAttributes takes strength,
constitution, dexterity, intelligence in that order; set the governing
one first, then the skill. #SetSkillLevel takes the skill's name, the
level, and as an optional third value the experience within it.
Spawn more than 10 of something
The cap is 10 per command: ask for 50 and 10 land on the floor. Tried. For things that stack, ask for the stack instead of the count — a magazine, for instance, arrives filled:

did nothing we could see, and there is no parameter we found for the
ammunition type — you get the default one. The third word is one of
eight the chat completes from — the files list Health, Uses,
Dirtiness, Location, KeyCardSector, StackCount, Radiation,
Weight — and StackCount is the one we used; the others we did not
try. For non-stackables it stays
10 per line: press the up arrow in the chat to bring the last line
back, Enter, repeat. When you do not know the exact name, the files
list a #SpawnItem2 that takes several words and searches the item
names for you — #SpawnItem2 weapon suppressor ak is the game's own
example. Not typed by us.
Time and weather

#SetWeather 1Tried. Time is the hour. #SetWeather 1 is rain with thunder, 0
clears it; the server also took 2 and 3, we did not look at what
they do.
God mode, immortality, infinite ammo

Tried, all three. God mode is the building one — structures go up without filling the blueprint; immortality is the not-dying one.
Finding the name of a thing
#ListItems <Filter>
#ListZombies <Filter>Tried without the filter: each prints its whole list into the chat,
once — every item name the server knows, every puppet. The filter is
optional and narrows the list to names containing it. #ListVehicles
and #ListAnimals do the same for the other two spawn commands. The
item names, sorted by folder, are on
their own page.
Two things the list will not tell you. A name the server knows but
refuses — recipes, ingredients, the chopping data behind every animal
and weapon — answers "CI_Aloe_Vera refuses,
Aloe_Vera spawns). And placeables — Bonfire, Fireplace1, Smoker,
the standing torches — do not drop at your feet: they go where you
are looking. DLC items spawn by their asset name like everything else
(ColorCan_Black, Backpack_DigitalDeluxe, the Twitch-drop clothes).
The box at the top of the page knows all of this: type #SpawnItem and
a name, and it completes the name as the chat would, says whether it
spawns, and where it refuses, why.
The full list, from the game's files
The server's own files carry every chat command as a small asset: its
name, its arguments and the level it asks for. We read all 233 of them
out of the 1.3.3.4 server — the same one the commands above were typed
on — and sorted them by that level. The descriptions are the game's
own where it has one. Which commands we typed ourselves, the tasks
above say; the rest is what the files say, not what we tried. Angle
brackets are placeholders; the last argument is often optional
(<Player> left off means you). Where an argument is completed from
a fixed list — the property of a spawned item, vehicle or zombie — the
list is in the row, straight from the chat's own completion assets.
<true|false> stands where the game's description says enables or
disables. A command shown without arguments is one the files name no
arguments for; the tasks above have the syntax for everything we typed.

86 more commands we leave to the game's own developers. 85 of them carry no level in their asset, and the server has a reply ready for them: Player must be developer. One, #CrashMajestically, says Regular in its file; we did not test whether that is true. Or let the app do it
The app does not do admin commands; they are the game's, and they stay yours. What it does is everything around them: the server on a friend's PC with the right ports, the tunnel instead of port forwarding, the world that follows whoever starts next. The two switches above are the two things about admin rights you still do by hand.
